Kioto was a scientist and agent of Imperial Japan during World War II. In 1943, he developed a method for shriveling the world’s waterways, hoping to cripple Allied supply lines by draining lakes and rivers. Kioto led a team working in the American West, where his device devastated multiple bodies of water before Captain America and Bucky traced the destruction back to his hideout. After a confrontation, the heroes destroyed Kioto’s machinery and his base. Kioto was presumed killed in the final explosion, leaving his fate uncertain.
